After viewing this picture, I think that lady liberty is saying a few things. I imagine she is welcoming the Jewish immigrants to the new land - maybe even telling them a little about the possiblilities they are capable of there on the land. I imagine she would be very honest and upfront about the way of life there and how she would expect them to uphold the same of living; honestly and with pride and understanding that they will be expected to help others and that there will be racial problems as always... but that they will help eachother through those battles.

a chance to become more than what you were.  In order to reap the benefits of this great land, however,  you must be willing to work hard and make contributions to the land and the success of the country.  Be mindful of those around you, and do not be alarmed at the many differences in your neighbors. I would think she is saying, I will unlock my gate to allow you to come in and be a citizen.  The picture tells a story all in itself.  The "white" person is on the good side of the fence and the other people are on the other.  Lady Liberty is dressed in plush clothing along with her head held high, as if to symbolize power.  The others are dressed in less plush clothing and hold their heads at a lower angle. It is almost as if there is a sense of bowing to Lady Liberty. The child looks like it may be ill. What a powerful picture!
